U.S. to propose security-for-resources agreement with Ukraine for reconstruction funding

The United States is set to offer Ukraine a bilateral agreement that will secure the country’s future security in exchange for joint control over Ukraine’s resources, according to a draft agreement obtained by Euronews.

The proposal, which includes a “Reconstruction Investment Fund,” outlines a long-term financial commitment from the U.S. to support Ukraine’s post-war reconstruction.

The draft document reveals that the U.S. will maintain full financial control over the fund while co-managing it with Ukraine to maximize the economic potential of the country’s resources, including minerals, oil, gas, infrastructure, and ports. The fund is designed to operate during Ukraine’s defense and reconstruction phases, aiming to restore the country’s GDP to pre-war levels by the end of 2021.

Under the proposed agreement, the Ukrainian government is expected to contribute 50% of the revenue generated by the fund, with the contribution rising to 66% for any territory that is reclaimed from Russian occupation. Ukraine’s contributions will continue until they total $500 billion.

The agreement also stipulates that Ukraine will contribute an amount double what the U.S. provides after the agreement is signed.

“The [U.S.] intends to provide a long-term financial commitment to the development of a stable and economically prosperous Ukraine,” the document states.

The draft, dated February 21, 2025, is expected to be approved on February 26, 2025, without any changes, according to sources familiar with the matter. As of the publication time, neither the U.S. nor Ukrainian governments had commented on the proposal.
