Ukrainian refugees in Tallinn to lose free public transport rides starting May 1

Starting on May 1, Ukrainian military refugees who are not registered as residents of Tallinn will no longer be eligible for free public transport rides in the Estonian capital.

This change comes after the Tallinn authorities announced that the free transport initiative, which was introduced on March 3, 2022, will be canceled. The primary reason for this decision is that most military refugees in the city are now officially registered residents.

According to the explanatory note to the new regulation, “For registered residents of Tallinn, there is the right to use public transport for free, so there is no need to maintain a separate right for military refugees to travel for free on public transport in the capital.”

The new rule will come into effect on May 1, 2025, allowing enough time for residents to be informed about the changes and to adapt to the new regulation.
