U.S. reportedly floats proposal to freeze Russia-Ukraine conflict, ease sanctions

The United States has reportedly shared a proposal with European allies aimed at laying the groundwork for a potential peace deal between Russia and Ukraine. According to a Bloomberg report, the plan includes the possibility of easing sanctions on Moscow in return for a prolonged ceasefire.

European officials familiar with the matter told Bloomberg that the proposal was discussed during a series of meetings in Paris on April 17. The plan allegedly outlines a scenario in which the current frontlines are maintained, leaving the territories occupied by Russia under its control for the time being.

In addition to a pause in hostilities, the U.S. proposal reportedly suggests scaling back sanctions against Russia and stepping away from talks about Ukraine joining NATO. Bloomberg notes that sources chose not to share further specifics.

One official, speaking to Bloomberg anonymously, clarified that the framework would not amount to a “final settlement,” and emphasized that European allies would not formally recognize the territories under Russian occupation as part of Russia.

Officials also underscored that any meaningful talks would depend on Russia’s willingness to halt its military actions, and they highlighted the necessity of providing Ukraine with robust security assurances in any potential deal.

Earlier on Friday, U.S. Secretary of State Marco Rubio said that President Donald Trump would abandon efforts to reach a peace agreement between Russia and Ukraine if there were no clear signs that such a deal was feasible.
