Germany is developing a national bunker plan

Since 2007, Germany has been gradually dismantling bunkers, assuming they would no longer be needed. Currently, there are only 579 public shelters in the country, accommodating 480,000 people.

The opposition is raising concerns, with Andrea Lindholtz, deputy leader of the CDU/CSU parliamentary group, criticizing Interior Minister Nancy Faeser for neglecting the issue. In Poland, new buildings will be required to have shelters starting in 2026. Lindholtz calls for a significant increase in the number of shelters in Germany, noting it could take at least a generation to implement.

A national bunker plan is already under development, according to BILD. The plan includes various measures to ensure citizens safety:

Public shelters: A list of available buildings and private homes that could provide protection in case of a missile attack will be compiled (e.g., city administration buildings, metro stations and office buildings).
Bunker-finding app: A mobile app will help locate the nearest shelter.
Home bunkers: Citizens will be encouraged to create temporary shelters in their homes, such as converting basements or garages.
Private protective spaces: There will be options to retrofit private homes across the country to serve as shelters.
Information campaign: The public will be informed on self-defense measures and how to prepare for emergencies.
