Ukraine is calling on EU countries to halt assistance to Ukrainian refugees and deny consular services to men of conscription age in an effort to encourage citizens to return to their homeland, reports El Pais.
At the same time, Kyiv is trying to maintain connections with those who, under the new law, can hold dual citizenship.
Many Ukrainians abroad surveyed said they would like to return but have no immediate plans to do so. They want to be assured of their safety, that the war will not repeat, and that there will be stability in education, healthcare, and electricity supply.
A survey conducted by UNHCR in November showed that 61% of Ukrainian refugees still hope to return when the situation improves.
In its demographic strategy adopted in September, the government states that between 1.3 and 3.3 million Ukrainians may not return, and this number could grow each year.
