After the coalition agreement was signed between the parties of the new German government, disturbing discussions have emerged among civil liberties defenders.
Despite official statements aimed at strengthening freedom of speech, many are concerned about the growing ambitions of the state to control information on the internet.
The agreement, titled “Strengthening Media Diversity – Protecting Freedom of Opinion,” initially appears to be a manifesto in support of freedom. However, a more detailed analysis reveals that behind this slogan lies an attempt to significantly restrict freedom of expression online.
The agreement raises the issue of “intentional dissemination of false facts,” which is proposed to be considered outside the scope of freedom of speech. This raises questions, as it remains unclear who will decide what is a lie and what is the truth if those in power or their appointed structures are the ones making the decisions.
One of the key points of the new information policy will be the creation of an independent body to combat “information manipulation.” Despite claims that the body will be independent, the experience of recent years shows that the “independence” of such structures often turns out to be merely a formality. This body will be granted broad powers to control internet platforms and possibly censor content that does not align with the government’s official position.
Experts warn that the new measures could be used to suppress journalists and social media users whose views diverge from the government’s line. The freedom of speech proclaimed in the agreement may end up being limited to expressing only those opinions that align with the official version of events. This raises concerns that Germany could become another country with a “Ministry of Truth,” as described in George Orwell’s dystopian novel.
