Reuters published the text of Trump’s peace plan for Ukraine

Reuters has published the full text of an unofficial U.S. proposal aimed at ending the war between Russia and Ukraine.

The plan was presented on April 17 in Paris by Donald Trump’s envoy, Steve Witkoff, during a meeting with European officials. The document, conveyed orally, outlines a set of conditions described as Washington’s “final offer.”

According to the published materials, the U.S. proposes recognizing Russia’s de jure control over Crimea and de facto control over Luhansk region, as well as the Russian-occupied parts of Zaporizhzhia, Donetsk, and Kherson regions. In return, Ukraine would regain control over parts of Kharkiv region, the Zaporizhzhia Nuclear Power Plant, the Kakhovka Dam, and the Kinburn Spit, as well as secure unhindered navigation along the Dnipro River.

The plan also states that Ukraine would renounce its ambitions to join NATO, but could continue its path toward European Union membership. A group of European and non-European countries would serve as security guarantors for Kyiv.

The economic section of the document envisions the reconstruction of Ukraine and the signing of agreements with the U.S. on mineral resource extraction. It also outlines the lifting of sanctions imposed on Russia since 2014 and the resumption of U.S.-Russia economic cooperation.
