The drug problem in Europe continues to be a pressing issue, with increasing seizure volumes and a rise in the number of users, particularly among the youth.
According to the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), cocaine has become the second most prevalent illicit substance in the EU after cannabis.
In 2022, EU countries reported a record 84,000 cocaine seizures, totaling 323 tons. Belgium (111 tons), the Netherlands (51.5 tons), and Spain (58.3 tons) led the way in seizure volumes, accounting for 68% of all seizures. The highest rates of cocaine use among young people were recorded in the Netherlands, Ireland, Norway, and Denmark.
A notable increase in traces of cocaine in urban wastewater was detected in 49 out of 72 cities in the EU that participated in the 2022-2023 study. In France, the number of fines for drug use also rose: nearly 197,000 people were fined in 2024, a 21% increase compared to the previous year.
In response to this crisis, the European Union is intensifying efforts to combat the illicit drug trade. In September 2024, the European Judicial Network was launched to fight organized crime and drug trafficking. EU member states are also running campaigns to raise awareness about the dangers of drugs and their consequences for consumers.
